Microsoft has begun canceling licenses for Claude Code, Anthropic’s popular AI-powered coding tool, just months after granting thousands of its own developers access to it. The decision, which affects Microsoft’s Experiences + Devices division—home to Windows, Microsoft 365, Outlook, Teams, and Surface teams—requires engineers to migrate to GitHub Copilot CLI by the end of June. The shift is both a strategic realignment toward in-house tools and a cost-cutting measure timed to the close of Microsoft’s fiscal year.
The Rise and Fall of Claude Code at Microsoft
In December, Microsoft opened up Claude Code to a wide range of employees including project managers, designers, and others with little to no coding experience. The goal was to encourage experimentation and let non-engineers prototype ideas using natural language commands. Over the next six months, Claude Code became remarkably popular, with many developers favoring it over GitHub’s Copilot CLI. Sources inside Microsoft described the tool as “a little too popular,” as its usage began to overshadow Microsoft’s own AI coding assistant, which is built on OpenAI’s models.
The internal enthusiasm for Claude Code created an awkward dynamic: Microsoft was actively promoting a third-party tool that competed with its own Copilot product, which the company heavily markets to external developers and enterprises. While Microsoft’s Copilot suite has been widely adopted—91 percent of engineering teams used GitHub Copilot last year—the rapid adoption of Claude Code among the same teams signaled a need for improvement in Microsoft’s own offerings.
Reasons Behind the Cut
According to an internal memo from Rajesh Jha, executive vice president of Experiences + Devices, the decision to phase out Claude Code is about consolidating around Copilot CLI as the primary agentic command line tool. Jha noted that the pilot phase with both tools allowed Microsoft to learn quickly and benchmark performance in real engineering workflows, but that Copilot CLI now offers a product that Microsoft can directly shape for its security, repository, and workflow needs.
However, sources indicate that financial considerations played a major role. The June 30 cutoff aligns with the end of Microsoft’s current financial year. Canceling Claude Code licenses allows the company to reduce operating expenses entering the next fiscal year. This cost-saving measure is particularly relevant given Microsoft’s heavy investments in AI infrastructure and its multi-billion-dollar partnerships with both OpenAI and Anthropic.
Impact on Developers and Workflows
The transition away from Claude Code will not be seamless. Engineers inside Microsoft had grown accustomed to the tool’s capabilities, and many used it daily for both simple coding tasks and complex debugging. Some developers express concern that Copilot CLI still has gaps in functionality compared to Claude Code, particularly in handling long-context prompts and certain code generation tasks. Microsoft has acknowledged these gaps and is working closely with GitHub to improve Copilot CLI based on internal feedback.
Jha’s memo reassures employees that Anthropic’s large language models will remain accessible through Copilot CLI, along with Microsoft’s internal models and OpenAI’s range of models. This means that even though the dedicated Claude Code license is being removed, the underlying Anthropic technology—specifically Claude Opus, Sonnet, and Haiku—will still be available via the Copilot interface. The partnership with Anthropic remains intact, including a Foundry deal signed in November that grants Microsoft customers access to Claude models for enterprise use.
Microsoft’s broader AI strategy continues to rely heavily on Anthropic’s models. Claude is already integrated into Microsoft 365 Copilot and other products, where it outperforms OpenAI’s models in certain text analysis and content generation tasks. The cancellation of Claude Code licenses does not affect these products or the Foundry agreement.
Historical Context: Microsoft’s Shifting AI Alliances
Microsoft’s relationship with Anthropic has evolved rapidly. The company became one of Anthropic’s largest customers early this year, and sources say that sales of Anthropic models were even counted toward Azure sales quotas. This deep integration, however, has created tensions. The Road Ahead for Copilot CLI
Microsoft’s GitHub team now faces the pressure of closing the feature gap with Claude Code. The company has asked developers to file bug reports and feedback to help prioritize improvements. Jha emphasized shared accountability between GitHub and the Experiences + Devices group to make Copilot CLI the best agentic coding experience for Microsoft engineers.
Outside of Microsoft, the cancellation of Claude Code licenses may have limited impact, as the tool remains available for general use and other enterprises continue to adopt it. However, Microsoft’s decision sends a signal about the importance of owning the AI tools used internally, even as the company continues to partner with leading AI labs.
